资源环境承载能力评价监测预警研究—以辽中南城市群为例

    Research on Evaluation, Monitoring and Early Warning of Resource and Environmental Carrying Capacity: A Case Study of the Urban Agglomeration in Central and Southern Liaoning Province

    • 摘要: 将“双评价”指标与资源环境承载能力评价指标进行整合,对其空间逻辑进行衔接,建立一种耦合“双评价”结果的“单项-综合”全范围及“评价-监测-预警”全流程的资源环境承载能力评价监测预警技术方法;以辽中南城市群为例,开展了资源环境承载能力评价监测预警研究,划定资源环境承载能力为低的评价单元7个,中等的为22个,高的为4个;以资源环境承载状态为基础提出资源环境要素监测及承载状态监测的综合监测方案,探索资源环境承载状态变化下的绿-黄-红预警思路。成果将“双评价”与资源环境承载能力评价监测预警进行指标及空间上的衔接,有效解决了“双评价”与资源环境承载能力评价指标独立,评价结果脱节及空间关联性较低的问题,为开展资源环境承载能力调查-评价-监测-预警全链条工作提供了基础支撑。
